Call for debate on spending cuts

Early intervention in health and people heading towards prison should be looked at rather than cuts in Scotland, a local authorities leader said.

Cosla president Pat Watters made the appeal after Chancellor George Osborne unveiled his Budget earlier this week.

He called for more debate after Finance Secretary John Swinney spoke about spending on health and spending reviews.
