Clegg: Labour has failed Scotland

Liberal Democrat leader Nick Clegg is to accuse Labour of failing to deliver for Scotland and hold out his party as the only one that can deliver "real change".

Mr Clegg is due to address his party's Scottish Spring Conference in Perth.

The conference comes at a time when opinion polls are suggesting the forthcoming general election could result in a hung parliament at Westminster.
